Create a 24-second, 1920x1080, 30 fps data film showing the fictional Republic of Valtoria's energy flows as an animated Sankey diagram from sources to uses, morphing between 2000, 2015 and 2030.

[Scenes]
1. 0-3 s: Darkness, then thin light filaments drift in from the left. The title VALTORIA: WHERE THE ENERGY GOES assembles letter by letter, then dissolves into the source nodes.
2. 3-9 s: Year 2000. Seven source bars rise on the left with labels and TWh values. Ribbons pour rightward like liquid with a moving shimmer, splitting into the four use nodes on the right. A large 2000 sits in the background.
3. 9-15 s: The year numeral rolls to 2015. Every ribbon width and node height morphs smoothly and nodes re-sort by size with springy reflow. Value labels count to their new totals. Wind and Solar ribbons pulse once.
